Rutherford County is the one county in this area where the arresting agency decides which courthouse you report to. Smyrna has kept its own criminal court, and all four of the county's recovery courts gate on a risk assessment plus a minimum amount of probation left. Rutherford County sits in the 16th Judicial District with Cannon County. Felonies go to Circuit Criminal Court, a division of Circuit Court, rather than to a separate Criminal Court. General Sessions has three judges. But the first question is not which court — it is which agency wrote the charge.
Read the distinction carefully, because it is not simply the name on the badge. Smyrna is the unusual one: its court holds concurrent General Sessions authority over state criminal law inside the town limits and conducts preliminary hearings in felony cases, so a Smyrna officer's state charge stays in Smyrna. Murfreesboro City Court and La Vergne City Court handle city citations. A state criminal charge filed by Murfreesboro or La Vergne police goes to county General Sessions like any other. Tennessee Highway Patrol and Sheriff's Office cases go there too. Several agencies, several buildings, and the wrong assumption costs you a court date. La Vergne runs a city court at 5093 Murfreesboro Road, which handles citations written by La Vergne police and sits on the second, third and fourth Wednesdays at 2:30 p.m., except in November and December, when it sits the first and second Wednesdays only. Eagleville runs one as well, at City Hall, typically the second Tuesday of the month.

Most cases start in General Sessions, and that court has a hard ceiling. Under § 40-1-109 it can enter final judgment only in a misdemeanor, and only where the defendant waives indictment, presentment, grand jury investigation and a jury trial in writing. A felony cannot be tried there at all. Section 40-3-101 allows a criminal charge to be answered only by presentment, indictment or impeachment, so at the General Sessions stage a felony gets a preliminary hearing and a bind-over rather than a trial.
Three things worth knowing. Not every case passes through General Sessions at all — a grand jury presentment or a direct indictment starts the case in the higher court, and someone arrested on an indictment has already skipped the stage this page describes. Waiving the preliminary hearing is not unilateral either: under § 40-10-114 the State can block a waiver by making a timely objection for good cause. And a felony can skip the grand jury by information under § 40-3-103, but only with the defendant's written waiver made in the presence of counsel, and only with the court's consent.

These programs are demanding rather than easy, and admission is never automatic. They are worth asking about early, because several of them turn on facts that get decided during plea negotiations rather than after.

Eligibility criteria come from the courts' own published materials and from the state's treatment court roster. Programs change their criteria, and not every program publishes them, so treat this as the starting point for a conversation rather than as a decision.
Smyrna is one of very few Tennessee towns that still runs its own criminal court. A March 2024 referendum on stripping that jurisdiction failed by better than two to one, 3,329 votes to 1,332. The practical result is that a state-law arrest by a Smyrna officer is heard in Smyrna at 400 Enon Springs Road East, not in Murfreesboro, and Smyrna's own judicial commissioners set the bond.
This is the most important strategic fact in the county. Recovery Court and Mental Health Court need eighteen months remaining. DUI Court and the first veterans track need twelve. All four also use the state risk and needs assessment as a hard threshold, and each requires a different score band. That means the length of the probationary sentence you negotiate directly decides which doors stay open. A shorter probation can look like a better deal and quietly close the program you actually wanted.
The county publishes that its Domestic Violence Court runs daily Monday through Friday dockets divided among the three General Sessions judges by defendant's last name. Which judge you see is not random and it is not chosen.
General Sessions sits at the Adult Detention Center as well as at the Judicial Building, and the Sheriff's Office transports roughly 600 inmates a month to hearings.
